Undergraduate Application Process
If new to Portland State University, students should apply to PSU by submitting an application, official transcripts and all other necessary documents. For complete instructions, be sure to check the PSU Bulletin, or the PSU website. You may declare engineering as your major at any time after enrolling at PSU. However, engineering majors must be formally admitted to a specific degree program before they may enroll in restricted upper-division courses or graduate from the program.

Application deadlines for admission to a degree program are:
- FALL TERM - JUNE 15
- WINTER TERM - NOVEMBER 1
- SPRING TERM - FEBRUARY 1
Eligibility
To be eligible for admission to the CEE program, each student must meet the following minimum requirements:
- Complete, with a minimum grade of C, all freshman and sophomore courses as listed on the program application.
- Have a minimum GPA of 2.33 in all engineering and computer science courses.
- Complete a minimum of 90 credits (or be a post-baccalaureate student).
If you are missing only one or two of the required courses, you may be admitted conditionally with the requirement that you complete the missing courses within a specified time. However, in general, you need to have completed all the lower division courses with an acceptable grade.
Students may apply to the program if they anticipate completing all eligibility requirements (see “Eligibility” above) for the program prior to the term of admission. Transfer students must submit additional application material (see “Transfer Students” below).
Transfer Students
There are many students in our program who transfer from community colleges and other institutions. They are heartily welcomed and often do very well here at PSU. Transfer students must be formally admitted to the Civil and Environmental Engineering Department in order to register for upper-division engineering courses and to graduate from the program. To be formally admitted, transfer students must:
- Meet all eligibility requirements (see “Eligibility” above).
- Apply for admission to PSU.
- Have a copy of official transcripts sent to the PSU Office of Admissions.
- Apply for program admission to the Civil and Environmental Engineering Department.
- Have another copy of official transcripts sent to the Department of Civil and Environmental Engineering.
Transfer students must fulfill PSU general education requirements. Where you fit into PSU’s general education program depends on the number of credits you are transferring in. If you are majoring in engineering, you must have Writing 121 and Sp 100 (or equivalent), and 39 total University Studies courses and Liberal Arts/Social Science (A minimum of 12 credits of upper division cluster courses must be taken at PSU). Consult with an advisor about your general education program. Transfer Equivalency Catalogs showing course equivalence from local community colleges and others can be found on the PSU Web page.
Once you are admitted to PSU, you will receive a “transfer evaluation” showing what PSU has accepted. Note: Most engineering “technical” courses do not transfer to a four-year Bachelor of Science program, so transfer students should be in contact with an advisor to be sure they are choosing courses that are equivalent to PSU’s four-year engineering program.
Continuation Criteria for All Students
After admission to the CE program, students will be expected to make satisfactory progress toward their declared degree and will be subject to the following rules:
- The term GPA in all courses taken at PSU must be 2.00 or higher.
- At the conclusion of each term of the academic year, full-time students are normally expected to complete a minimum of 9 credits applicable towards their degree program. Part-time students are expected to complete a minimum of 12 applicable credits per academic year.
- Students will be placed on probation when their term GPA as described in (1) is below 2.00, or their progress toward the degree is less than in (2).
- Students placed on probation for two consecutive terms or for a total of three terms will be suspended from the program. Students will also be suspended if not enrolled in engineering courses for three consecutive terms.
- Students denied admission or suspended must wait at least one term before reapplying.
